Summary: 

This error occurs when the offline activation (without internet access) did not compelete. The web browser that was used to access product admintool has been closed before completing the activation process.

Solution: 

Restart the process of offline activation, and make sure that you do NOT close the web browser that you used to download “signature.dat” file. (step 5 of this instruction).
