License Activation filed for the following reasons: Failed to activate. Offline activation is not allowed for this license.

Error Message: 

License Activation failed for the following reasons: Failed to activate. Off-line activation is not allowed for this license.

Summary: 

You will receive this error message when the license has been previously activated using Online activation.

Solution: 

To change activation method to offline activation, follow the instruction found this wiki topic. Once reset has been done, you will need to process offline activation from step 1 of this instruction. (Offline activtaion requires new “sinagure.dat” and “license.dat” each time.)
